In this case, they want the laws changed so no U.S. miltary personnel will be brought up on war crimes charges.
They can't blame this one on the Democrats though, since this law was enacted in 1996 by the Republican-controlled Congress.
Here's an idea. Instead of changing the laws so you can commit war crimes, how about you just don't commit war crimes in the first place?
